I have seen one of real estate directory with over 500 back links from real estate fields gets PageRank 6. But it looks its PageRank just was down from PageRank 7.
And I found some PageRank 6 with 500 backlinks down to PageRank 5 instead.
All comes from SEO war and website owners get into troubles. Webmasters, website owners, and SEO still help each others. Then they should resolve this problem for the sake of themselves, not for major search engines.
